No. Only the Embassy Visa Department has the power of decision about the visa application.
2. I will be travelling to Germany. Can I make a visa application at the Embassy of another Schengen country?

3. In which cases should I get transit visa?
You should get a Transit visa for all trips where you travel to countries other than Schengen countries with a connecting flight in Germany, then stay for a period of time in the airport’s transit zone (without going through Immigration Control).
Only the following nationalities have to apply for an airport transit visa if they do not have valid Schengen visa or Residence permit issued by a Member State: Afghanistan, Bangladesh, Democratic Republic of Congo, Eritrea, Ethiopia, Ghana, Iran, Iraq, Nigeria, Pakistan, Somalia and Sri Lanka.

7. What is a one-year or multiple-year visa?
It is a Schengen visa which has a validity of one or more years (maximum five), and allows to stay for up to 90 days within a six-month period, with the possibility of entering the country multiple times. It is based on the Regulation (EG) No. 810/2009 of the European Parliament and Council of Europe d/d July 13, 2009, which established a Community Code on Visas. (abbreviated: “The Visa Code”)
In the article 24, paragraph 2 of the Visa Code, it is stated that the multi-entry visas are issued for a longer period of validity, if the applicant proves or demonstrates his/her need to travel to the Schengen area often, for example for personal or business reasons.
As a rule, a one-year or multiple-year visa can only be issued if the applicant is able to demonstrate his integrity and reliability, especially regarding previous visas (Article 24, paragraph 2 of the Visa Code).
In any case, the visa sticker will show that the "Duration of stay" cannot exceed "90" days. This is not the entire validity, but the number of days a person can remain in the Schengen area within six months.
8. I was wrongly informed by somebody (third person), who promised me I could obtain a visa, filling my application form. My application was refused, what should I do now?
You are personally responsible for the information provided in your application form. If you were persuaded by a third person, you should settle the matter directly with this person.
Please provide only correct and transparent information. Do not let anyone persuade you that a 'professionally-filled' application can guarantee you a visa - nobody can promise you that your visa will be approved!
9. I have a valid Schengen visa issued by Germany, but no pages left in my passport and I need to apply for a new one. What will happen to my visa?
You can transfer your Schengen visa issued by Germany according to the available period directly in the Diplomatic mission upon request.
